After searching through the whole outer district but finding nothing, they realized that nobody ever searched through the inner district.

Kiryu recalled noticing narrow paths between shops leading into the town. They thought it would be a good idea to check it out and discovered two soldiers at the entrance of one of the paths. Sakura asked the soldiers to let them in, but the savages didn't let them through without any papers. Sakura attempted to convince the soldiers by showing them a statewide photo of Suo, but it didn't seem to help.

In the final section of the chapter, we moved to the inside of Bankoku-gai, where some characters were seen observing the events from a distance. One of those characters was revealed to be Rakta, who was already associated with Suo, setting up a tense confrontation that appears ready to carry directly into Wind Breaker Chapter 223.
