The Bold and the Beautiful's Forrester Creations will be undergoing a major change, if Brooke gets her way and replaces Steffy as co-CEO. Some fans might say she envies Steffy for having the power that Brooke feels she's been entitled to for years. But here is another major reason why Brooke envies Steffy.
Steffy's husband has an undivided heart on The Bold and the Beautiful

Let's be honest. Finn (Tanner Novlan) is, without a doubt, the best husband on B&B. The others don't even come close. He has never had an affair with his wife's sister, as Dollar Bill (Don Diamont) did. Steffy's twin sister, Phoebe (MacKenzie Mauzy), died many years ago. But even if she were alive today, Finn would never even think of betraying Steffy with Phoebe.
He has never flip-flopped between two women, as both Ridge (Thorsten Kaye) and Liam (Scott Clifton) did for many years. He didn't cheat on two of his wives, as Eric (John McCook) cheated on Stephanie (Susan Flannery) with a young Brooke (Katherine Kelly Lang) and later cheated on Quinn (Rena Sofer) with Donna (Jennifer Gareis). Since Finn arrived on the B&B canvas in 2020, he has only had eyes for Steffy (Jacqueline MacInnes Wood).
How many soap husbands can we say that about? Not many, if any at all. It's a rare and beautiful quality. We've never even seen Finn look at another woman, let alone kiss her, sleep with her, or ping-pong back and forth between Steffy and her. Even when Hope (Annika Noelle) fantasized about Finn and kissed him at a party, he pushed her away.
Brooke has no idea what it feels like to be in Steffy's shoes. She has never had Ridge all to herself. For almost forty years, she's had to share him, first with Caroline (Joanna Johnson) and later with Taylor (played by Hunter Tylo for most of those years, then Krista Allen, and now Rebecca Budig) after Caroline died from leukemia. Wouldn't Brooke have loved it if for all of those forty years, Ridge had only been devoted to her?
Brooke is dressed in green, as in "green with envy"

Notice that when Brooke presented her case to Ridge for why she believes she should be his co-CEO, she was wearing green lingerie. Maybe some fans might think the green symbolized all the money she can make for FC as co-CEO. But green is a color that represents not only money. It also represents envy.
But here's the thing. While Brooke may be able to cast sexual spells on Ridge, we all know he has a pattern. Whenever she does something to make him angry (or whenever he thinks she did something), he runs to Taylor for comfort. Instead of acting like a mature husband and talking things out with Brooke, he leaves her. Brooke never has true peace of mind in the knowledge that he will stay put and talk about their issues, because some unfortunate situation always occurs that makes him run to Taylor.
Steffy never has that problem because Finn doesn't have another longtime love whom he turns to whenever he and Steffy disagree. They always work things out together, like a normal married couple. She knows she can trust him. Unlike Ridge, Finn doesn't have an ex-spouse who still loves him and who is waiting in the wings, ready to offer him her love and support at the drop of a hat.
So Brooke can dress herself up in all the sexy lingerie she wants to. She and Ridge just don't have the Steffy/Finn dynamic. Ridge is too insecure and immature, and Brooke knows it. She envies Steffy because Steffy was wise enough to choose a better man for a husband.
Steffy and Finn can't keep their hands off each other

This is why we're always seeing scenes of Steffy and Finn kissing like two teens with raging hormones. The passion in their marriage is always alive and kicking. Steffy knows she has found herself a keeper, and she never takes his love and loyalty for granted. She appreciates that he's a wonderful stepfather to her daughter, Kelly, and he loves Kelly as though she were his own biological daughter.
Sure, it rattled Steffy to learn that longtime psychopath Sheila (Kimberlin Brown) is Finn's bio mother, and murderous Luna (Lisa Yamada) was his daughter. What wife would want to find herself in a mess like that one? But if we compare Finn to Ridge, it's clear that Finn is a far better husband. He wins by a million miles.
Deep down, Brooke knows that Steffy is in a much better marital situation than she has ever been in with Ridge. Simply put, Ridge has a crummy track record when it comes to women. But Brooke loves him and continues to go back to him, even though he has broken her heart numerous times throughout the years.
So even if Brooke does take Steffy's place as co-CEO, at least when Steffy leaves work every night, she goes home to a man who has always wanted only her. What exactly does Brooke go home to?
