The storyline of General Hospital has taken an unexpected turn with Ross Cullum’s violent moves on Marco and Britt. While he smashed Britt’s medication vials and stabbed Marco, he was shot by Rocco when Cullum overpowered Jason. 5 reasons Cullum could be the surprising villain of General Hospital
1) Betraying WSB

Despite being the Director of WSB, Ross Cullum (Andrew Hawkes) worked in collusion with the international crime lord, Jenz Sidwell (Carlo Rota). He lied to Jack Brennan Chris McKenna), and kept him in the dark.
He did not hesitate to use the WSB power to corner people, as evident in his plan to remove Commissioner Anna Devane (Finola Hughes) when she started to investigate discrepancies. Along with his department, he is betraying all his colleagues.
2) Ruthless violence in the open

Till recently, Cullum was seen pulling the strings from behind, such as when he instructed Pascal to control Anna. He also kept an eye on people that he wants to keep in check, including Carly and Lucas.
However, he recently went to Alexis’s office, Miller & Davis, and stabbed Marco Rios (Adrian Achondo) in the open. He did not try to hide the body. He just ensured that Marco bled to death by closing the door and switching off lights. This hints at Cullum’s cruelty.
3) Targeting children

Cullum’s chaos is reflected by the fact that he targeted children in Port Charles. From going after Rocco to trying to get in contact with Charlotte, Cullum has not backed out despite Lulu calling him out. He sought Rocco out to question him about Dalton’s case. On the other hand, he tried to catch Charlotte to get to Valentin.
Moreover, he is aware of Sidwell threatening to kidnap Ace and coercing Laura, but he has no qualms about it.
4) Manipulating medical advantage

Cullum does not hesitate to use power when it suits him. As General Hospital viewers know, Cullum and Sidwell are looking to have Faison’s final project finished. With Professor Dalton (Daniel Goddard) dead, Britt Westbourne (Kelly Thiebaud) is their only hope. Her Huntington’s has been kept in control through an experimental drug.
However, Cullum holds the reins on Britt’s medication to blackmail her into completing the project as per their demands. He keeps the medication in a safe while holding it away from Britt and letting her suffer if she does not comply. Monday’s episode of March 23, 2026, saw him smashing the vials and ruining the medicines when he found her having the drugs.
5) Threatening and interrogating allies

Cullum’s misuse of power is crossing the boundaries of professional protocol. He has turned ruthless towards people in law enforcement to keep them away from his illegal actions. While he took Anna out of the equation by rendering her mentally ill, he is resorting to interrogating Brennan to keep him defensive.
At the same time, he left Brennan in the dark about giving orders to arrest Jason Morgan (Steve Burton). Turning on his own is the ultimate race for power.

1) Unmasked as a double agent

Cullum’s mask as the WSB Director has fallen after Josslyn Jacks (Eden McCoy) recognized him, but she played along when he claimed to be the Wyndemere caretaker. However, Josslyn told Jason and Brennan about this. As such, Brennan already knew Cullum was up to something when the two WSB colleagues tried to interrogate each other.
It is a matter of time before they figure him out as a double agent. With more people privy to this fact, Cullum will lose his advantage.
2) Destroyed professional image

From interrogating Brennan to issuing arrest orders for Jason without Brennan’s knowledge, Cullum is openly flouting protocol. Moreover, he is seen losing his cool quite often. As someone who presented restraint and calm threat, Cullum’s recent actions spell desperation. His recent move of dropping in at Lulu’s to meet Charlotte and being rejected destroys his authoritative image.
His impulsive and unprofessional actions may make him easier to track. Moreover, his image of an efficient WSB chief also takes a dip.
3) Failed measures and plans

As the Director of WSB, Cullum is expected to come up with foolproof strategies. However, some of his plans have started to get undone recently. One such example is Marco arranging to get Britt’s medication samples out of the safe where Cullum keeps them and letting Lucas hand them over to Britt.
Moreover, Lulu stopped him from interacting with Charlotte, while Dante failed to arrest Jason on Cullum’s demands. These suggest that Cullum’s plans are failing.
4) Underestimating Port Charles stalwarts

To extend the discussion on the previous point, Cullum ordered Dante to arrest Jason. However, Jason fled Dante’s arrest, fought with Cullum at the piers and will possibly skip town with Britt. This hints at Cullum’s miscalculation about Jason’s abilities.
Cullum may have underestimated the Port Charles legends like Sonny and his survival techniques. He may be unaware of the battling abilities of other residents, such as Tracy, Carly, Felicia, Mac, and many more. He will likely be in for surprises if he cannot foresee his hurdles.
5) Defeated by startling factors

Since he arrived in Port Charles, Cullum has quietly called the shots. He has dominated the illegal affairs at Wyndemere and tricked Brennan and other townspeople. However, some factors will eventually be his defeat, starting with his recent scuffle with Jason. As he fought the henchman and tried to overpower him, Rocco (Finn Carr) picked up Cullum’s gun and shot him in the back.
Besides Rocco’s shot taking Cullum down, the General Hospital spoilers hint at Lucas working to save him at the hospital. Since Cullum stabbed Lucas’s boyfriend, he would not like to be indebted to the doctor for his life. Whether these turn of events bring a change in Cullum’s attitude remains to be seen.
