ADA Justine Turner from ABC’s General Hospital recently showed her strength to Cullum by openly threatening to use official power against the WSB. While this pleased Sonny immensely as Cullum made himself scarce, it may not be the end of WSB Director Cullum. He will likely plan to keep Turner off-scent as he goes ahead with his mission.
Meanwhile, Justine, played by Nazneen Contractor, has many cases to solve around Port Charles. That includes Cullum’s shooting, Josslyn’s disappearance, and Jordan’s accident. In all this chaos, whether she gauges the upcoming danger looming in the town from the sinister duo, Cullum and Sidwell, and stops it in time remains to be seen.
5 steps Turner may take to stop Cullum and Sidwell on General Hospital
1) Enforce legal obstructions

ADA Justine Turner has a powerful legal position in Port Charles. While she represents the DA’s office, she works in close contact with the PCPD and has access to higher departments of law. As the episode of Thursday, May 14, 2026, showed, she threatened to report the WSB to the right authorities for not going by the rulebook. As General Hospital fans witnessed, it worried Ross Cullum (Andrew Hawkes).
Turner may use her official power to look into Cullum and his partner, Jenz Sidwell (Carlo Rota). She can issue orders to legally stop their actions and force them to explain their movements. A search warrant for Wyndemere will throw up many surprises for her.
2) Uncover WSB’s underhanded tactics

Turner is aware that WSB has many secret missions and underhanded ways to operate. Moreover, they often turn aggressive in their operations, just like their recent arrest and deportation of Jason to Jakarta.
If the ADA exposes WSB’s methods through official channels, Cullum’s role as the Director may come under scrutiny. He will likely be made answerable by the organization and may be pulled away from his powerful position.
3) Expose Marco’s murderer

So far, there is not much evidence on Marco’s (Adrian Achondo) death. While fans know that Cullum stabbed him, Sidwell believes Sonny ordered the death. If Justine investigates the limited evidence and deduces Cullum to be the culprit, she may unmask him.
Moreover, this would prompt Cullum’s closest ally, Sidwell, to explode and turn on him. With Sidwell’s wrath directed at Cullum, the two will likely destroy each other, leaving Turner’s hands clean.
4) Protect witnesses and assist Laura

As of now, Port Charles holds a select few witnesses against Cullum, including Britt, Lucas, and Josslyn. Among these, Turner is aware that Britt (Kelly Thiebaud) is working with Cullum and may learn how she is being blackmailed. Turner may also dig for evidence, joining Josslyn (Eden McCoy) with Cullum. With Josslyn’s disappearance, Turner may work towards protecting people connected to Cullum. As yet, she is unaware of Lucas and Rocco’s connection with Cullum.
On the other hand, she may reach out to Mayor Laura Collins (Genie Francis) to help keep the town safe. Since the Mayor is one of the victims of Cullum-Sidwell arrangements and is actively looking to destroy them, she may welcome the ADA’s endeavor.
5) Form strategic alliances with Sonny, Jordan, and the PCPD

Turner may bring together all enemies of the Cullum-Sidwell team. She will likely reach out to Sonny for assistance since the latter is Sidwell’s enemy and stands to lose much if Sidwell wins. She may also get help from Jordan Ashford (Tanisha Harper) in restricting Sidwell if Mayor Laura points out that Jordan is working undercover.
While Turner already works in collaboration with PCPD, she may need to take Commissioner Dante (Dominic Zamprogna) into confidence. This will need to be strategic since Detective Nathan (Ryan Paevey) is, in reality, Cassius Faison and is on the Sidwell-Cullum team, something the others are unaware of.
General Hospital: 5 roadblocks for Justine in taking down Cullum and Sidwell
1) Sidwell acts as the wall before Cullum

While the DA’s office keeps tabs on Sidwell, knowing that he is an international crime lord, ADA Turner may soon realize that the mobster is a mid-level threat to Port Charles. Since she continues to target Sidwell, she may remain walled away from the larger threat from Cullum.
Even if she tries to get to Cullum, Sidwell may keep her busy and distracted away from the WSB Director. Moreover, taking down Sidwell may give her career a boost, but it would not stop the larger project operated by Cullum.
2) Compromised or indifferent witnesses

One of the major issues the DA’s department is facing regarding the authenticity of their witnesses. As longtime General Hospital fans know, Isaiah Gannon (Sawandi Wilson) had a run-in with the mobster at Sidwell’s camp in Africa. However, his recent conversation with the ADA saw him defensive about his movements. As such, if Turner asks him to cooperate, he would likely refuse.
On the other hand, former Congressman Drew Cain (Cameron Mathison) worked in close contact with Sidwell and would have to offer. However, he is in a “locked-in” condition after Sidwell provided paralytic drugs to his wife to inject him with. As such, this vital witness is also compromised.
3) Manipulation of the judiciary

All of Turner’s good intentions may fall flat since her own department may be compromised. Fans have already witnessed how Sidwell had access inside the courtroom. He paid Judge Heran to manipulate the ruling of Michael's and Willow's custody case. He then proceeded to kill off the Judge in an attempt to frame Sonny.
This example proves the power that Sidwell wields over the judiciary. To add to that, Cullum, as the WSB Director, may pull many ropes to dismantle Justine Turner’s attempts to fight them.
4) Justine’s romantic distractions

Initially, Justine Turner presented the clean and strict image of the legal division. She intended to collect evidence against Sonny and put him away, leaving Port Charles mob-free. However, in the last few months, she has come closer to Sonny as their romance is developing slowly.
Justine’s romance may become a liability for her. With romance as her blind spot, she may shift her focus towards protecting Sonny from Sidwell. This shifting focus may leave her incapable of judging Cullum. With her professional objectivity compromised, she may miss details of Cullum’s legal immunity.
5) WSB’s strategic misdirection

As mentioned before, ADA Turner has been busy targeting Sidwell. While the mobster has slipped out of legal reach through various schemes, he, along with Cullum, has played up other scenarios to keep the law enforcers busy. From crimes like bombing, fires, and kidnapping, the DA’s office finds itself solving minor cases.
Meanwhile, ADA Turner and her team remain unaware of the larger mission of Faison’s cold fusion project being worked on in Wyndemere. Moreover, she is too distracted to focus on Sidwell’s racketeering and WSB’s corruption.
