World Security Bureau, also known as the WSB, is making waves on General Hospital. On the one hand, there is the shady and corrupt director, Ross Cullum, while on the other hand is the currently hunted Valentin Cassadine, a likeable grey character. Between them is the clueless Jack Brennan. With Cullum and mobster Jenz Sidwell collaborating in completing Faison’s last project, many lives are in danger in Port Charles.

Despite a long history of notable agents including, Anna Devane and Robert Scorpio, Brennan recently manipulated Josslyn Jacks into joining the WSB, much to viewers' dismay. In January 2026, Ross Cullum was revealed as the new director for the European division of WSB. Besides those already involved with the WSB, and Port Charles residents on the other side of the law, some General Hospital characters would make great agents at WSB.

General Hospital: 5 characters who will make great WSB agents

1) Jordan Ashford

Currently played by Tanisha Harper, Jordan is a former undercover DEA agent, who later joined the PCPD. Known for her dedication to her duty, she is daring enough to face danger and take on the bad guys. Her current arc on General Hospital shows her taking up employment under Sidwell to bust the mobster's operation from inside.

She has Mayor Laura Collins' confidence for her mission. Together, they planned and enacted her resignation from her office to join Sidwell and gain his trust. If Jordan joins WSB, she will be able to maintain secrecy while confronting the perils of the position head-on.

2) Damian Spinelli

While it may come as a surprise for many, Damian Spinelli may make a great WSB agent for just the reason that he would be unbelievable. As such, his secret identity may not get tracked. Moreover, Spinelli is a master hacker and knows everything about technical intelligence and cyber security.

As such, his intelligence-gathering skills and field tech support may compensate for his lack of physical prowess and in-field fighting skills. Played by Bradford Anderson, Spinelli would likely be an interesting addition to WSB’s sleuthing team if the General Hospital plot takes that route.

3) Isaiah Gannon

Introduced to General Hospital fans as a transplant surgeon, Isaiah Gannon landed on the soap’s storyline in August 2024 as part of a rescue operation to save Lucky Spencer. He was presumably busy saving lives in a refugee camp run by Sidwell when Lucky helped him escape. After a road accident, he arrived at the titular hospital in Port Charles as a patient.

The current story arc finds Isaiah employed at the medical facility and doing his duties as a surgeon. After a brief romance with Jordan, he is dating Portia. While his past is not yet known, Isaiah may make a great WSB agent for the fact that he is a survivor and can face danger. His role as a doctor may also be a good cover.

4) Curtis Ashford

While currently in the corporate sphere as the CEO of Aurora and the owner of The Savoy, Curtis Ashford began his career in law enforcement. He was a private detective who assisted the police department with investigations. Although he has had problems with the law in the past, he has exhibited the reckless courage needed in WSB.

Some of his past incidents on General Hospital, from saving Liesl from cold water in July 2019 to engaging in a gun battle with Cyrus’s men in February 2020, prove his pluck. Curtis, played by Donnell Turner, may be a valuable operative for WSB.

5) Charlotte Cassadine

Although a teenager now, Charlotte may have the right attributes to become a WSB agent. She already exhibits a reckless attitude of defying rules and following her mind, as evidence by her secret visits to Valentin. Moreover, she managed to keep Valentin’s whereabouts a secret from Lulu, which makes her a plausible liar, a quality mandatory in WSB.

To add to her qualities, Charlotte is Valentin's daughter, a former WSB agent who knows the organization well. As such, she will likely have a great guide in Valentin if she chooses to join the Security Bureau in a future General Hospital storyline.

General Hospital: 5 characters who will fail miserably as WSB agents

1) Michael Corinthos

General Hospital's Michael lacks the objectivity of a spy | Image: ABC

As most General Hospital fans may agree, Michael Corinthos III will likely make a very bad WSB agent. For one, he is too emotionally driven to maintain an objective calm approach to situations. Moreover, he is idealistic in his thinking and prefers to see things in black and white, while WSB needs agents who must operate as grey characters.

Currently played by Rory Gibson, Michael, as a father of three, is too focused on his children and their well-being. Evidently, he lacks the focus on duty needed in a spy agency. As such, although smart and a great planner, Michael will likely fail as a spy.

2) Drew Cain

Currently portrayed by Cameron Mathison, Drew Cain is a Navy SEAL-turned-politician while being a businessman on the side. Although his character was mild and straightforward in the past, he has turned callous, cruel, and ruthless of late. His current story arc on General Hospital sees him as the victim of Willow's wrath, leaving him in a vegetative condition.

There are several reasons Drew is the worst contender as a WSB agent. The first is his megalomania. Congressman Drew cannot think much beyond himself and his benefits. As such, he will never be able to keep a secret identity. Moreover, he is too fixated on his zeal to keep Willow and his revenge against the Quartermaine family (especially Michael). This will lead to his undoing as a spy anywhere in the world.

3) Brad Cooper

General Hospital's Brad's greed would destroy his WSB career | Image: ABC

Parry Shen’s Brad Cooper is a lab technician and Britt Westbourne's best friend. He is also Lucas’s former husband, but his attempt to reconnect fell apart after a blackmail fiasco involving Portia Robinson. General Hospital fans may agree that Brad would fail as a WSB agent. While he may have the tricks about bending rules and keeping secrets up his sleeve, he is too money-minded to make a good spy.

Besides being a troublemaker with a baby-swapping prison time in his past, Brad is too weak to stand up against greed and threats. As such, he may continue his drama, chaos, and betrayals, making him untrustworthy.

4) Carly Spencer

General Hospital's Carly is emotional and judgmental for the WSB | Image: ABC

Carly Spencer, portrayed by Laura Wright, is a strong, central character of General Hospital. From running Bobbie’s and the Metro Court successfully caring for her children, Michael, Josslyn, and Donna, Carly wears many hats. Her recent actions saw her working on taking down Brennan while searching the Wyndemere catacombs as part of a collaboration with Valentin.

Despite being a strong and decisive woman, Carly will be unsuited for the role of a WSB agent. Although she has good judgment, can keep secrets, and has enough courage to face danger, she is too emotional. Her strong attachments cloud her judgments, and the tendency to act before thinking through may be her undoing at the agency.

5) Elizabeth Webber

General Hospital's Elizabeth is too kind and soft | Image: ABC

In early 2025, General Hospital saw Elizabeth Webber collaborate with her husband, Lucky Spencer, to dig out clues against Cyrus Renault for Commissioner Anna. Both the nurse and her husband were successful in their amateur sleuthing. Later, when Cyrus attacked her at her home with a syringe of digitalis, Lucky took the digitalis injection to save her.

Despite her amateur sleuthing and a very correct moral compass, Elizabeth would likely make the worst WSB agent. Firstly, she is too compassionate to hurt anyone or even wave a gun at a criminal. Next, her moral grounding leaves her incapable of bending the rules (with some exceptions), something impervious in espionage. Lastly, she is comfortable in her stable hospital environment as a nurse and isn’t willing to leave it for any ambiguous life.
