The Walking Dead: Dead City Season 3 Episode 5 showed tensions rising in the community due to the food shortage. Before the situation gets out of control, Renata and Maggie come up with a new but dangerous plan to use walkers to produce methane and keep the settlement's electricity running, which Dillard and Negan join. At this point, Maggie just wants to keep the people busy so they don't get angry or make the situation worse.
Maggie's plan is working pretty well, but Solmari nearly falls into the walkers. To save her, Renata decides to open the gate, but Negan doesn't want to take any chances and refuses to open it. Thanks to Bennie, Solmari is saved, and the mission works, which also means that the settlement gets the electricity.

In Episode 5, we also see Fabian being hesitant about joining the walker mission. Additionally, he even steals food for his family, which is caught by Renata. At this point, Fabian just wants to protect his family and make sure they are in good health.

While Negan just wants to keep Maggie safe from Fabian, his decision creates a new problem between him and Renata as she tries to convince him to put the gun down and reminds him that killing goes against the community's rules, but Negan refuses to listen.
