Dick Wolf's FBI premiered on CBS on September 25, 2018. It is an American police procedural action series produced by Wolf Entertainment in association with CBS Studios and Universal Television. The story is about the agents of the FBI (Federal Bureau of Investigation) in New York City. Fans are wondering if the new show CIA connects to FBI. CBS confirms that an FBI character will appear in CIA's first episode. Wolf said at 'The Television Critics Association's 2018 Press Tour',

"There was no more beachfront real estate at NBC

He also said,

"NBC Entertainment president, Bob Greenblatt agreed and basically we've come up with a formula where it will be a profitable venture for both studios because it's a co-production."

I think Dick Wolf is trying to bring all his TV productions to CBS and start linking the stories within his TV show universe. Consequently, it will help CBS subscribers watch his police procedural TV show stories on a single platform.

Similarly to CIA, Wolf has developed a huge world with Law and Order. This franchise has shaped NBC's primetime for many years. NBC is known for One Chicago and Law & Order and has been a competitor to CBS for many years. It is rare for a creator to work with another competitor with so much success on a single network like NBC.

As we all know that the primetime slots on major broadcast networks such as NBC, CBS, Fox and ABC are hard to come by. Sometimes there is no space in the schedule for a new show. Dick Wolf used his extensive experience to find another path for FBI. He offered NBC's competitor a chance to air a new crime series, co-produced with NBC along with Law and Order. He told THR,

"I am still a broadcast supplier. I have nothing against the concept of streaming. The math is a little daunting to me."

He added,

"I like doing 22, 23, 24 episodes a season in the abstract and not eight, because it takes almost as much work to do eight as it does to do a 24-episode season."

As a result, NBC would be able to keep Law and Order alive and earn money from a rival's success. Moreover, CBS could gain a fresh franchise capable of growing with spinoffs. The two shows have already aired and the third installment CIA is on the way.
