According to Celebrity Dirty Laundry, the episode kicks off with a robbery scene. The Naval Corps Credit Union was robbed while two security guards were loading money into the armoured truck; both guards were killed. It seemed like the first guard was killed by accident.

The second guard seemed to be killed in a cold-blooded manner. The shooter took off his glove to check the pulse of the first guard he accidentally killed. However, he forgot to put the glove back on, leaving behind crucial evidence. The second guard was killed by a bullet fired from a high point. The killer was an amateur and left behind bullet casings.

Sam suspected that there were two killers who, after killing the guards, fought for the money. The fingerprints matched a former army turned drug addict, Freddy Smith. Freddy attempted to get clean in rehab but failed. Unfortunately, Smith was found dead due to an overdose.

NCIS did not find any money from his apartment, and the scene appeared to be staged to Nick. Nick seemed sure that an addict would not overdose on half a syringe. Nick guessed that Freddy was killed by his partner. Freddy was nothing more than a patsy, as he was not supposed to kill anyone. It turns out there had been several armoured truck robberies. The team found out that the mastermind behind the attack was possibly recruiting different people or killing them after every job.

As they dug deeper into Freddy, they learned he used to work for a councilman named Wesley Jackson, who was running for re-election. Smith was helping him with fundraising.

Councilman Jackson said that he had no idea that Freddy was unstable. He claimed that multiple people helped out with the campaign and it was not possible to keep track of each. Sam spotted his old friend arguing with the Councilman. Sam's friend claimed that Jackson was corrupt and often demanded bribes.

As the team checked into Freddy's hiring records, they found out that he was deliberately approached to work for the Councilman. Councilman Jackson was popular for hiring vets as it looked good on a campaign trail. Nick, on the other hand, was right about Freddy. He was killed. His drugs were pure fentanyl. The drugs were given by someone that Freddy trusted. The person also had access to the specific tungsten to break into armoured windows. Wyatt found out that there was only one store that sold the tungsten in a fifty-mile radius.

The guy refused to co-operate with the NCIS team without a warrant. The team spotted a picture of Councilman Jackson at the store and found out that he was a regular customer. They picked up Jackson for questioning.

The team knew someone was likely using vulnerable people like veterans to rob armoured trucks. They also knew that the same person was using armoured truck dispatches to find out the delivery timings. Sean hacked into the system and found out that it had to be done on-site. Jackson, however, blamed Curtis and said that Curtis was setting him up.

Curtis was supposed to launder the money for the dealers. However, his finances were a mess since he spent a lot. When the NCIS team found out that someone was again hacking into the dispatches, they knew it could not be the Councilman, as he was in custody. It was Curtis, so they set a plan to trap him.

They faked a robbery to lure him. Sam took down the sniper, and it was none other than Curtis. Sam didn't want to kill Curtis. It was Curtis who saved Sam from throwing away his life on the streets in the past. He arrested Curtis and the patsy. Sam made a commitment to return to his old neighborhood to help the community.
