Rebecca's tattoo designer in a BTS video shared by Apple TV on YouTube said that her team developed Juliette's tattoo because the lower levels shown in Silo are quite oppressed. Rebecca Ferguson's makeup artist and hair designer, Louise Coles, shares details about the tattoo's characteristics. She said,
"There can't be any shapes that are natural because they don't know they exist."
According to her, the lower levels are the only ones that truly have artistic expressions, which is why her team focused on tattooing in that area.

Juliette and the amnesia storyline
Director Michael Dinner changed the plot from Hugh Howey's book series by giving Rebecca Ferguson's character an amnesia storyline. After the change, Rebecca's Juliette becomes Mayor while Sims and Cammille secretly control the Silo with the algorithm.
Juliette's amnesia was caused by her memory loss that comes from the Algorithm's deliberate use of the D+ chemical given on a regular basis. Camille gave her drugs to suppress memory, increased the doses under orders, and implanted false memories about her return.
Her tattoos stand as permanent marks that resist this false identity to remind her of who she truly is. The community sees her survival as proof of hope, and her presence alone prevents rebellion. Her resilience now protects the people and has made her existence vital for Silo's safety.
