The Walking Dead: Dead City Season 3 Episode 7 initially makes Negan appear to be the main danger facing the Manhattan survivors. He has killed Fabian, admitted responsibility for the Dama’s death, and is blamed for the serious injury on Dillard’s face, giving Renata plenty of reason to consider him a threat.

Then there is Maggie, who tries to make Renata reconsider executing Negan because he makes everyone fear him, and no one knows what's next for Negan. Luis also reminds his sister of the principles she once followed, pushing her to think about what kind of community she actually wants to lead.

However, Renata decides not to kill Negan and orders the others to back down. She believes their new society cannot be built on fear if they want rules and justice to mean anything.

But Dillard seems to be disappointed with Renata's decision, as he believes that Negan has to die. Following their disagreement, the situation turns brutal as Dillard kills her, making Renata the episode’s most devastating loss.

Dillard’s attack on Renata in The Walking Dead: Dead City Episode 7 becomes even more disturbing once the truth about his earlier injury comes out. He had claimed that Negan attacked him in a bar and cut his face, using the wound as evidence that Negan had become too dangerous to leave alive.

Maggie, however, starts doubting Dillard's story about his injury. When she speaks to Negan, his reaction makes it clear that he has no idea about the attack Dillard has been talking about.

This means that Dillard injured himself and didn't clash with Negan the way he was claiming. He simply wanted to use his injury to turn everyone against Negan. His hatred of Negan also comes from guilt surrounding the Croat and what happened at the hospital.

As if this wasn't enough, Dillard even urges the survivors to prioritize immediate survival. He tells them to take the available weapons and food rather than continue following Renata’s rules.

He believes that these old rules cannot save people and that controlling and surviving is the most important thing, instead of civilization. Maggie also becomes another obstacle because she is unlikely to let Dillard seize the community’s resources or impose his beliefs without resistance.

This leaves Dillard thinking that it's time for Maggie to die as well. Negan begins the episode looking like the person everyone should fear, but Dillard is ultimately revealed as the one manipulating events from inside the community.
