The Young and the Restless' Billy made a rather bold demand when he spoke to Phyllis on Tuesday's episode. In order to stop Cane from giving Newman Enterprises back to Victor, she proposed to Billy that they team up. We were surprised that one of Billy's conditions is that Phyllis give Newman Media to Sally. Here are three possible reasons why he wants Sally to run NM:
Billy wants to give her back the job she lost on The Young and the Restless

In 2021, The Young and the Restless' Sally (Courtney Hope) was made CEO of Newman Media. Unfortunately, Victoria (Amelia Heinle) fired her for personal reasons. This was during the messy triangle between Sally and the Newman brothers, Nick (Joshua Morrow) and Adam (Mark Grossman). Victoria's motivation was to keep Sally away from Nick.
Is Billy reflecting on that time and, perhaps, he's trying to right that wrong? Maybe he believes that Sally deserves a second chance to run Newman Media, since her position was unfairly taken from her. Billy believes in her talent and business smarts, and he knows that she did a great job when she was working there. He knows she will do a terrific job running the company again.
Billy wants to stick it to Victor and Adam

Maybe Billy wants Sally to run Newman Media, because he sees that as a chance to stick it to both Victor (Eric Braeden) and Adam. After all, Victor has never liked Sally, and he didn't want her to be romantically involved with either Nick or Adam. He didn't trust her, and he didn't think that she was good enough for either one of his sons.
Adam and Billy can't stand each other. Adam never wastes a chance to badmouth Billy every time they run into each other at the GCAC or Crimson Lights. Billy even punched Adam in the face once at the GCAC! So, given their hatred for each other, Billy would love to see Adam booted out of his CEO position at Newman Media. If Sally were running it again, then Billy essentially would be killing two birds with one stone by sticking it to both Victor and Adam. That would be a dream come true for Billy!
Billy wants to make it up to Sally for leaving her in the lurch at Abbott Communications

It took forever for Abbott Communications to finally get a proper launch party, especially since Cane (Billy Flynn) cancelled the first one. Sally was so looking forward to working with Billy at AC. She was excited for their future success.
Then, Billy pulled the rug out from under her after Cane offered him Chancellor Industries (again). Billy couldn't resist the opportunity to take it, which made Sally feel like he was leaving her out in the cold at Abbott Communications.
By reclaiming Newman Media for her, maybe Billy feels like she would be in a better position, career-wise, since NM is an established company and AC is only a start-up. Plus, maybe this is Billy's way of smoothing things over with her, after leaving her in the lurch like he did. Perhaps he feels like he needs to make it up to her somehow, and this is his way of doing that.
